| Mr Keating addressed the Congress of Certified Practicing Accountants at the Convention Centre in Melbourne on the 15 October 2003. The speech consisted of two elements. The first an attempt by Mr Keating to provide some sense of positioning as to the state of economic activity in the United State, Europe and Australia. The portents for a third business cycle or leg, in the economic wave which began in 1982 was set into context with the two earlier economic waves in the twentieth century. Mr Keating discussed the implications of rising Chinese economic power in respect to the current cycle. The second elements of the speech dealt with strategic matters.
